might not be. we'll sort that out. taking a live look outside. palace of fine arts in san francisco's marina district beautiful. all lit up for this thursday morning, november 15th. this is "today in the bay." good morning to you, thanks for joining us. i'm laura gaurg-cannon. >> and i'm jon kelly. we have new details after a wild police chase ended in a heap of twisted metal and shattered glass. a drunk driver under arrest and we just learned a bicyclist has been released from the hospital. bob redell is live in san francisco with the latest on this wild scene there, bob. good morning. >> reporter: good morning to you, jon. yes, that driver chp tells us her name is serena borrows. she's a 23-year-old woman and they el us it's not the first time she's been arrested for dui. she ended up crashing her car here at 17th and van ness where

she also took out a signal box, which is one reason they have flares set up in the streets because the lights are still out as the city of san francisco tries to fix the mess that she allegedly created. her first collision during this chase throughout the city took place not far from her, 15th and natoma where she hit a bicyclist. he was next to a car that she ran into. that car hit him and he was taken to the hospital as a precaution, minor injuries. now, chp tried to full over serena barrows around 2:00 this morning as she was trying to get on the 4th street on-ramp to the bay bridge. that on-ramp was shut down at the time. chp tell us she took off. they had a chase throughout the city on 101 and local streets, never going faster than 55 miles an hour. along the way she hit the car that hit the bicyclist and she ended up here sideswiping this

truck. she is under arrest and faces a few charges, felony dui, felony hit and run and there's an enhancement because she has been charged with dui at least three times prior, this according to chp. reporting live here in san francisco, bob redell, "today in the bay." new this morning, fire crews say they now know what started an overnight fire in san francisco's castro neighborhood. the call came in just about 2:00 this morning at a three-story victorian home on noe street two blocks north of market. firefighters say it all started by a wall heater. flames spread to the entryway of the home which had been converted into six living units. firefighters were able to keep the flames from spreading, but smoke forced the temporary evacuation of all 12 residents. >> a mess inside now. water and walls and ceilings have been knocked down, but all in all i think everybody came out safely. >> there was only serious damage to one unit.

residents were allowed back in about an hour ago. right now to a developing story in antioch where a deadly shooting prompted a bomb squad response at an apartment on sycamore drive. officers say a 32-year-old man was shot in the head and killed inside a unit at the delta pines apartments. when they went inside they found a suspicious item they say looked like an ied explosive, and they called in the bomb squad. at this hour it's still unclear what that item was, but it does appear the item was not dangerous after all. so far police have not released a description of the suspect or a possible motive. this morning uc berkeley police are trying to figure out what killed a man whose body was found near a road in the berkeley hills. officers found him late last night near grizzly peak boulevard. the man was in his 20s and was reported miss buying a friend earlier that day. the cause of death is unclear

but they do not suspect foul play. a south bay woman accused of killing her partner's mother with a machete is back in court. she has been in custody since the incident that happened in willow glen. she has pleaded not guilty. prosecutors say she attacked and killed yvonne kirk with a machete and then told police a man came and attacked both of them. she lived with kirk's daughter. today's hearing is at 2:00 at the santa clara county courthouse in san jose. this morning a court hearing for a former school district leader accused of embezzling more than $100,000 to remodel his house. they will look into how he will repay the portola school district. he turned in fake invoices to the district's solar panel fund and used that money instead to remodel his woodside home. happening right now, students at uc schools are waking up early this morning to demand the board of regents stop

raising tuition. dozens camping out overnight at ucsf where the board has its second day of meetings. christie smith just talked to one of those students this morning. what are they saying out there? >> reporter: good morning to you. i can tell you they are very excited, about 35 students are camping out. they have been here since yesterday. they have their picket signs and are waking up this morning. they plan to go into that regents meeting that starts about 8:30 this morning at the mission bay campus. what they plan to speak out against inside, the possibility of more tuition hikes. this is some new video we shot this morning. they have been at the uc mission bay campus since yesterday and they say that voter-approved proposition 30, which raised taxes in part to prevent drastic cuts to education was a step in the right direction. governor jerry brown even showed up at the regents meeting where regents say that they need more than $276 million from the state to keep tuition from going up next year. brown says that number is just

not realistic. the students say they know prop 30 was an emergency measure but it made education a priority and they say it's a good first step. >> the current uc regents budget assumes that tuition will go up 24% over the next four years. we'd like to maybe see them assume tuition is going to go down 24% in the next four years, just keep making steps in the right direction. >> reporter: the uc president says that the quality of education has declined with recent spending cuts. he wants to boost spending by $548 million. he wants the state to help with $150 million plus $126 million in a tuition buyout. funding in exchange for keeping tuition down. he said if not, uc tuition could rise by 6% as early as next year. reporting live in san francisco, christie smith, "today in the bay." >> thank you very much. we're watching the skies today or at least christina is for us, which is perfect,

because a couple of storms headed our way but a dry morning today. >> yeah, good morning to you. i've been watching these two systems really closely. i'm going to start with this live, beautiful shot over san jose. it's a gorgeous day shaping up. this is our last dry day, so take advantage of it, don't let it get past you. 49 in san francisco, 51 in napa. we're in the 30s in gilroy at 39 degrees and 43 right here in san jose. so your hour-by-hour detail works like this. clouds start to increase at about noon all across the bay area. by 4:00 p.m. mostly cloudy conditions. not expecting our first showers until later on this evening after the sun goes down but that is at 4:58 this time of year. 70 inland, 66 bayside and at the coast about 65 degrees. our first showers arrive about 5:00 p.m. we'll continue the futurecast and show you how much rain we're expecting as we head through tonight and there's a lot of

rain on the way. stay tuned my seven-day is in the next report. let's take a look at your drive with mike. >> just watching this shot and judging by the volume of traffic heading to and through the bay bridge toll plaza, we'll see the metering lights turned on in just a few minutes. we'll give you a look at the maps and show you the vicinity. there's the commute direction and some slowing on the incline as well. we show a smooth drive through the maze, throw. south 880 coming down south of 92. we do have an accident which just cleared at whipple. that could be an issue as you head town through union city. all lanes just reported clear other the next few minutes. you see the drift that should continue to smooth out. meanwhile across the bay we're watching for the slowing coming off the san mateo bridge. still haven't reported everything clear so a little slowing there. a live look outside shows you 280 at 880, a smooth drive. more traffic for south bay

welcome back, everyone. 6:12. you often see posters of lost dogs but a peninsula puppy was stolen and it is essential to helping a young woman with special needs. marla tellez joins us in our studio with more on our story. >> reporter: laura, good morning. a home was broken into earlier this week. thieves got away with jewelry and electronics but that's not what the couple cares about. they simply want this little guy back. look at him. take a look at gus. he's an 11-week-old german short hair pointer mix. he weighs just 12 pounds. michael and nina got him soon after he was born to serve a special purpose. gus was being trained to be a companion dog to their 20-year-old special needs daughter, kate. up until thieves broke in on monday, that's exactly what he was becoming. the couple says gus and kate have already created a strong bond and without him life is that much harder for kate and they are desperate for his return. >> there's no way to replace

gus. you can't replace gus. only gus replaces gus. >> we just want our puppy back. >> reporter: to bring gus home, nina and michael of recruiting others to help. this morning they'll be at woodside high school where they're hoping students will get in on the search. they are also offering a reward. of course if you see gus out and about, please call redwood city police. just bring gus home. >> i know, it's an adorable dog and really serves a great purpose for that family. >> loveable little pup. 6:13. if you're just waking with us, here's a quick check on the top stories. fire crews mopping up after a two-alarm fire in san francisco at an apartment building. they say this one started by a heating unit in the wall. 12 residents had to evacuate. only one of the units there was seriously damaged. a wild chase ends with a cyclist in the hospital and a driver under arrest. a woman drove her car on a closed on-ramp to try to get on 101 in san francisco. officers chased that woman onto

city streets where she eventually hit a parked car, which then hit a cyclist. the cyclist is expected to be okay. that driver, though, facing dui charges. buster posey looking for more good vibrations on the ballfield. finalists now for major league baseball's biggest award, that being the mvp. posey has already won a batting award and the world series title this year. the official winner will be announced at 3:00 p.m. right now a developing story happening in the middle east. three israelis dead and at least one infant injured after a palestinian militant launched a rocket right into apartments. now, there have been more than 100 rocket strikes that have happened and they have been fired into israel over the past 24 hours. >> they come after israeli defense forces killed a leader of hamas. scott mcgrew says both sides are making chilling statements on social media of all things this morning. >> yes, from facebook to twitter, flickr, youtube,

silicon valley technology taking as big a part in this war as military technology is. just a few minutes ago, the israeli defense force tweeted good morning to our friends in america. while you were sleeping, three israelis were killed when a rocket hit their house. you saw that video there. now, when hamas military leader was killed yesterday, video of that strike was posted to youtube. we're not going to show you the actual killing, but you can look it up. and the israeli president announced that killing in a posting on facebook. israeli defense forces then tweeted out this. it's kind of a poster that lists jabari's crimes and you see that stamp, eliminated, across it. an official tweet from an army we have never seen anything quite like this. the idf also tweeting this warning. we recommend that no hamas operatives, whether low level or senior leaders, show their faces above ground in the days ahead. the opposition taking to flickr

this morning showing photographs from the ground. some are far too graphic to show you on television from inside hospitals on the gaza strip. al jazeera this morning blogging the air strikes. at one point its correspondent said missiles and bombs were falling faster than he could type. now, this is probably the last thing anyone in israel is worrying about and it might be silly to bring up, but these companies are all based here and they're going to have to decide today whether this behavior violates their terms of service. what they're going to do about it. for instance, twitter specifically says you're not supposed to threaten anyone with your tweets, but jon and laura, would that cover an air force threatening a group that the u.s. labels as a terrorist group? we've never had to deal with this sort of thing before. >> very interesting the avenue they're taking. thank you very much. it is 6:16. a bay area startup that offers ride share apps might be forced to close the doors. the california puc issued cease

and desist orders earlier this year. yesterday they were fined $20,000 for illegally operating. the cpuc says the companies are working without proper licensing and insurance. lyft says it's not a taxi company so the cpuc regulations don't apply and they also say they're following the rules. >> excess liability insurance policy that covers the individuals that are using our platform. the puc for the entities that they do regulate has a requirement of $750,000. >> lyft meantime is appealing the fine and plans to continue operating. 6:17. christina loren is back with us an i believe, i'm guessing here, that you that you're probably recommending against washing your car today. >> why wash it when mother nature will put that shine on for free. you might want to hold off for the waxing. you can wax it a little bit later on next week, maybe after thanksgiving. that's how you can burn off some of that turkey. but we've got a wet pattern that will extend all the way until at

least wednesday. oh, it's going to be very different around here than what we've experienced the past couple days. this morning it's still cool and clear. 50 degrees in petaluma, 50 in sonoma and you're at about 22 in bodega bay. 43 in san jose and 39 in gilroy. two storm systems, first one coming up from the south. this one is packing a lot of moisture. it arrives as we head through this evening, but we're expecting the heaviest rain through the first system. saturday is not looking that bad but sunday is. if you're trying to make outdoor plans, you're better off doing so on saturday and even that will be dicey. that's talk about that. the first one arrives at 5:00 p.m. showers starting to creep up from the south. that will be the trend. then overnight getting some heavy rain that will continue into tomorrow morning's commute. mike and i will we here to guide you through it. throughout the day friday heavy rain comes down all the way through 9:00 p.m. friday night. then it's going to start to break up just a little bit.

look what happens on saturday. you get a little bit of a dry break starting at 10:00 a.m. that will last until 6:00 p.m. this system packing quite a bit of moisture so it all works out like this. you want to get outdoors, get it donel on saturday, by 7:00 p.m. the system will continue to dive south through 3:00 a.m. sunday and that means wet conditions will persist all the way through wednesday of next week. what's happening is the jetstream was taking a nice dip to the south and storm system after storm system will roll through the bay area. i think the worst of it will be friday and sunday. as we get into next week, cold showers continue tuesday into wednesday. wednesday looks okay for the second half of the day but you want to keep in mind that's the busiest travel day of the year so you might already count on experiencing some delays at our local airports with wet weather in the forecast. 6:20. let's check on your drive with mike. >> hey, you know what, today and next tuesday might see big bursts of commute traffic.

a lot of folks trying to get in early for the next wave. north 101 we are seeing some slowing here, traditional pattern. 87 also shows some slowing coming into dotown. if you're heading south, 880 coming past downtown toward the alameda exit that was closed yesterday. continues closed today. they're still trying to repair the underwater drainage pump so the al leada exit is closed. there are detours posted. they have stated they have permission to keep that closed through saturday, but hopefully they get that repaired and cleared before the rain comes in. that is the goal. the rest of the south bay moving smoothly. the westbound commute for 580 slow out of the altamont pass through livermore and heading into pleasanton now with the orange showing speeds coming down into the 40s. oakland, 880 shows you a slower drive past the coliseum. the toll plaza itself, the metering lights are indeed on. we'll second it back to you. >> thank you very much.

6:24 right now. it looked like a long shot after the game on sunday. today, it appears to be a good bet. alex smith likely ready to start against the bears on monday night despite that concussion. the 49ers quarterback has been cleared to take part in limited practices. smith there wearing that black jersey this week at practice. that means do not hit the quarterback. off limits for any and all contact. no hits yet, but, yes, he can talk about how he's feeling. >> this is a whole long process. it's up to the doctors, but i'm just kind of doing what they tell me and moving along. >> smith had to leave sunday's game against the st. louis rams early after getting rocked right there. knocked around on the field, suffered a concussion, but it looks like it might be a green light. speaking of football, i want to show you this incredible play that wasn't a game winner on the scoreboard, but you're going to agree it meant a lot to a young man battling a debilitating disease. see that little boy there to the left of the screen?

that's 9-year-old jason smith being wheeled into the end zone for a touchdown by his teammates during the last minute of a game in oklahoma. >> that's phenomenal. >> i know. he's usually on the sidelines cheering because of his muscular dystrophy, but the team, they said they wanted him to participate. he always dreamed of running it down and so they made that happen. >> i can't say enough. i love this story. >> he was surrounded by all of his team sglamatesteammates. >> to be on the field with the rest of the guys taking it to the end zone, he'll never, ever forget that. that's beautiful. good luck to him. we'll look for a few more touchdowns. it is 6:25. this morning a bay area chef is firing back after just a skai scathing review in "the new york times." turns out "the new york times" didn't like guy fieri's restaurant. as a matter of fact they disliked it so much they gave it zero stars. the article took the form of an

there's a ream of evidence. >> she should have known what the situation circumstances were. >> she has a lot of explaining to do. >> if senator mccain and senator graham and others want to go after somebody, they should go after me. >> did she mislead the public? this morning controversy over remarks made by u.n. ambassador susan rice as the crisis in benghazi, libya, continues to unfold. good morning, i'm jon kelley. >> and i'm laura garcia-cannon. this morning new controversy over what was known about the deadly attacks in libya and what was said to the public in the days after the u.s. consulate was attacked. you'll recall the u.s. ambassador and bay area native chris stevens was killed along with three other americans as violence broke out on september 11th. initially a controversial anti-muslim video was linked to the violence but now it's

believed the video was not a motive in that attack. for more insight, let's turn to tracie potts live in washington, d.c. now, susan rice is the really the front runner to become the next secretary of state, but her comments are causing some controversy. tell us more about that. >> reporter: well, five days after that attack in benghazi when it had started to become known in the administration that maybe this was not a random protest or result of a random protest, she said that it was and that it wasn't something organized. we know that turned out not to be the case. now republicans are really jumping all over her case about that, saying if she's coming here to capitol hill as a possible nominee for secretary of state, we're concerned about her lack of knowledge. president obama yesterday defended her saying number one, if i think she's the best candidate and i haven't made that decision yet, i will nominate her. number two, she has nothing to do with ben gauzeghazi. you hit her as an easy target. and she was giving her best

interpretation given the information that she had at the time. >> also former cia director david petraeus is going to testify on capitol hill about the attack in benghazi. will that testimony be made public? and also do you think he'll address obviously the affair that led to his resignation from the cia? >> reporter: well, they're both good questions. now, initially is it going to be public? no. this is a closed-door hearing. some of those hearings start today. we understand he will testify before the house intelligence committee tomorrow in a closed-door hearing maybe with the senate intelligence committee too. we're following that one bucht they will be behind closed doors. so we don't know how much of it they will say and how much iclassified. he was supposed to be talking about when he was cia director just a short time ago his oversight into the investigation of what happened in benghazi and whether there was enough security. whether he'll be asked questions about this other scandal that led him to step down, the affair, we simply don't know. it's behind closed doors for

now. >> in the meantime his biographer, paula broadwell, the pentagon has suspended her security clearance. what did they find on her computer? >> reporter: they find some classified documents. law enforcement and national security officials are reporting. but not highly classified. that's what nbc is saying. so there are questions as to whether national security was actually compromised, whether these were documents that did not compromise national security but just weren't secured in a place where they were supposed to be. prulte prosecutors are looking at whether she will face some charges. we know she was having an affair because she's admitted it with general petraeus, but when did she get it, before the affair, during, after? how did she get it, downloading from a computer directly from him, some other source. those are questions they're trying to figure out now. >> tangled web. thank you for sorting some of it out for us. >> 6:34 right now. fresh off his very first press conference after the election, president obama will tour some of the areas hardest hit by

superstorm sandy. the president planning to meet with families, local officials and first responders who have been dealing with the aftermath of the deadly storm that just slammed the northeast late last month. more than 100 people died. entire up tos were leveled. tattered shells and concrete slabs all that's left of a lot of homes in some parts of new york and new jersey. thousands of people right now still without power and they are moving forward. it just continues to be a struggle. >> absolute heartbreak. we had a nice house and family here and we were happy here, and it's gone. it's gone. and we're trying to do our best to get it back. you know, it was our whole life we put out into the curb for the trash. everything from cups to spoons to beds, my children's toys. you know, everything. >> it will be long months and years until that is all remedied out there, so hard. today's tour will be the president's second visit to that area since the big storm.

new details this morning and a wild chase and crash that sent a bicyclist to the hospital. chp officers say the driver was arrested before this one all started early this morning when a woman tried to drive through a closed on-ramp in san francisco. officers actually chased her into the city where she hit a parked car which rolled onto that cyclist. the driver was arrested for dui, something she's been arrested for at least three times already. bob redell is at the scene right now and he's going to have a live report coming up at 6:45. that in fact is a live look in san francisco this morning. some of the damage that was done. but she's a fairly young driver and this would be her fourth dui, i believe. >> yeah, that's not good. 6:35 right now. let's check in with christina loren who says that we should brace ourselves for some tough storms. >> yeah, we've got a lot of rain on the way. now, what i can tell you is over the course of the next six to seven days you're going to have limited opportunities to get outdoors without the rain coming

down on your head. we're going to take a closer look at that in my next report. i want to start this w this live beautiful shot. this is the bay bridge, completely clear to start clouds increasing throughout the afternoon. we're starting out chilly in petaluma and santa rosa. 40s in santa rosa, livermore and concord but cold enough for a jacket all across the bay area. your hour-by-hour detail, clouds thickening up by noon. temperatures will be cooler than yesterday. we'll only hit 70 inland, 66 bayside, 65 at the coast. we'll time out the next two stm systems to your doorstep and talk about the potential for a third system as we head to the busiest travel day of the year. 6:36. let's check on what mike's reporting on. >> good morning. we're reporting on this, the burst of traffic which is traditional. 101 shows the slowing so that's really starting to creep into the speed sensors. the map will show you 680

heading north to the airport, slow there and starting with slower driving coming north past capital expressway at the bottom of your screen. also north 87 shows the slowing really getting jammed up into downtown and continuing north towards 101. and south 880, that alameda offramp continues to be closed as it was yesterday. got to fix that drain at the off-ramp before that rain comes in. it will remain closed until the repair work is done. south 880 slows down through hayward and into union city and fremont as well as the castro valley y. the earlier slowing through san mateo has cleared and a smooth drive between the city and here. a live look at emeryville, slow down the east shore freeway because of all your company, guys. back to you. 6:36 right now. much more coming up on "today in the bay" including a deadly blast that opens up some old wounds. we'll tell you about an incident that's losing some lives out there as warring countries use rockets for retaliation. that's just ahead.

right now we are following a developing story in the middle east. three israelis are dead, at least one infant is hurt following a rocket attack by palestinian militants. their apartment building was struck not too far from the gaza strip. the israeli defense force says more than 100 rockets have been fired right into southern israel over the past 24 hours. the attacks coming in response after israel launched operations

yesterday at the gaza strip which killed a top hamas military commander. the suspect in the 1979 disappearance of a new york city boy will appear in court today on murder and kidnapping charges. a grand jury yesterday indicted 51-year-old pedro hernandez for strangling 6-year-old etan patz. his attorney say he is mentally ill and the confession cannot be trusted. his face was the first one on milk cartons and his body was never been found. 6:41 right now. it wasn't the wakeup anybody wanted. a victorian apartment going up in flames overnight. now firefighters say they know how this one started.

we're getting new details this morning about a drunk driver in an overnight hit and run that sent a cyclist to the hospital and a driver into the custody of chp officers. bob redell joins us live in san francisco with some new details for us. good morning, bob. >> reporter: good morning to you, laura. this was a chase that chp had with an alleged drunk driver that ended up here at 17th and van ness. you can see how it ended. this driver sideswiping this truck. if you see that yellow truck, that's where the city of san francisco is trying to fix the signal box that she allegedly slammed into and turned off all the lights at the intersection. that driver has been arrested for suspicion of driving underneath the influence. chp tells us this would not be the first time for serena borrows. that's her name. she's a 23-year-old woman who's

been arrested for dui at least three times before. this was one of her victims this morning. a bicyclist being put in an ambulance. chp was pursuing her and she hit a car that rolled into the bicyclist. he was taken to the hospital for minor injuries and has since been released. this chase began around 2:00 this morning as borrows tried to get onto the fourth street on-ramp to the bay bridge which was closed at the time. chp tried to pull her over. she led them on a chase that took them on 101, then local streets. one officer telling us that the speeds never exceeded 55 miles an hour. she faces charges of felony hit and run, felony dui and an enhancement because she has been charged with dui three times before. reporting live here in san francisco, bob redell, "today in the bay." right now we continue following a developing story in antioch where a man right now is dead after being shot right in the head.

now the search is on for the person for pulled the trigger. an apartment building is now a crime scene on sycamore drive in antioch. a 32-year-old man was shot in the head and killed inside a unit at the delta pines apartments. when they went inside that apartment they found a suspicious item that looked like an ied explosive. that is when they called in the bomb squad. at this hour it's unclear what that item was but it appears it was not after all dangerous. so far police have not released a description of the suspect or a possible motive. s6:46. fire crews say they know what started an overnight fire in the castro neighborhood. the call came in just about 2:00 this morning at a three-story victorian home on noe street just two blocks north of market. firefighters say it all started by a wall heater. flames spread to the entryway of the home which had actually been

converted into six living units. firefighters were able to keep the flames from spreading but smoke forced the temporary evacuation of all 12 people that live there. >> a mess inside now. water and walls, ceilings have been knocked down. all in all i think everybody came out safely. >> only one of the units had serious damage. people were allowed back into their homes about 5:00 this morning. 6:47. christina loren has been forecasting all week that mother nature will release the showers. it's getting close. >> it's going right from summer-like weather straight into winter. it is going to be very different than the past couple of days through tonight and tomorrow in particular. starting with your live temperatures, 39 degrees in gilroy, 43 currently in san jose. you're at 42 in sunnyvale and everything is going to start to change as the first storm system moves up from the south. as we head throughout this afternoon, clouds increase. mostly cloudy conditions by 1:00 or 2:00 and the second system drops in. this is a cold system from the

gulf of alaska as we head through late saturday into sunday. we'll time it out to your doorstep in just a minute. we're expecting anywhere from half an inch to an inch and a half of rain, gusty conditions through the hills. a few embedded thunderstorms in the showers and we're also concerned about the santa cruz mountains, potential for flooding as a lot of the moisture is going to pass over the south bay. yeah, it's going to be a south bay event. we stop the clock on your futurecast at 8:00 p.m. showers starting to linger just offshore heading inland. we stop the clock at 8:00 a.m. moderate rain moves over the santa cruz mountains. light to moderate rain over the greater bay area. at that point we stop the clock again. at 9:00 p.m. we get another heavy wave of moisture and then things will simmer down just a little bit at about noon on saturday. if you want to get outdoors you have a better chance with the sunshine on saturday than you will on sunday. i'll show you why in just a second. between 10:00 and 6:00 looking rather dry for the greater bay area on saturday. then sunday arrives and we get

our next system. this one is very cold. it's also going to have gusty winds. we're expecting maybe an additional quarter of an inch to half an inch of rain. 70 degrees in livermore for today. seize the day. 67 in fairfield and sdmec67 in fremont. 63 by sunday. it's going to be cold and rainy. good idea to make your indoor plans for the weekend. as i said before, if you have to get outdoors, saturday looks better than sunday. as we head from monday into tuesday, another system tries to drop into the bay area. tuesday looks rather dry as well but wednesday the busiest travel day of the year. we're talking about a 30% to 50% chance for rain showers over the greater bay area. we'll study that system as we head through the next few days. let's check your drive with mike. >> saturday looks like a good day for a food drive. come see us at safeway, folks. let me show you the maps. we have slow down the east shore freeway with speeds at the 20s and 30s at the merge by the racetrack. slow off of 580 as well.

southbound 880 really jamming up now. scattered reports, reporting both sides of the freeway right around 23rd, maybe 16th. it looks like all the activity jamming you up south toward that area. i'm going to say the accident is on the southbound side. we're hearing about that, but still chp has to arrive and give us details. slow there and continued slowing as you head south of there. heading down toward the san mateo bridge. look at that jam. speeds coming down to the 20s through hayward and then slow through fremont as far southbound as 880 goes. also slow for 680 coming out of the tri-valley. sunol experiences that burst of traffic. livermore holds steady for westbound 580. pretty good through pleasanton and dublin. the south bay also shows you the northbound routes. we're going to stick with the maps and look north past the airpo airport. 85 really getting that jam. speeds coming really, really down, dipping down to 15 miles per hour over the last 15 minutes, guys. getting crowded.

back to you. >> mike, thank you very much. it is 6:51 right now. happening right now, college students speaking out and camping out against tuition increases at uc schools. they pitched those tents at ucsf right outside of the board of regents meeting that is expected to continue today. christie smith is live at that campus where the students are already up this morning and moving around. good morning. >> reporter: good morning to you. yeah, those students who camped out overnight are up this morning down at the corner. they have got their picket signs and they're going to start walking in just a couple of minutes. then later this morning they are going to go into the regents meeting and that's why uc police are also up. they set up some barricades around the building this morning. some of the students who camped out at the quad at the mission bay campus told me they're expecting students from as far away as ucla, even from san diego. they're upset over possible hikes. the regents say that they need $276 million from the state to keep tuition from going up again next year. governor jerry brown even showed

up at the meeting saying that that number just isn't realistic to give them, even with the passage of proposition 30 to stop massive cuts to education. students, though, believe at least put education out front. >> it was an emergency band-aid to cover over what would have been a massive unafford fee hike for many students. so we really see it as a step in the right direction and we want to cope that moving forward. >> reporter: now, the uc president says the quality of education has declined with recent deep cuts. he wants to boost spending by about $584 million. he wants the state to help with a funding increase of $150 million plus another $126 million in a tuition buyout. that's funding in exchange for keeping tuition down. if not, he's saying that uc tuition could go up by as much as 6% by next year. reporting live in san francisco, christie smith, "today in the bay." >> if and when those students

graduate, getting a job out of college may be getting easier. a new survey predicts employers will be increasing hiring of college graduates by about 5% in the coming year. the study from michigan state university found demand is strong for all majors, suggesting that employers are looking more at critical thinking skills than specialized degrees. the survey also found that companies are becoming more willing to hire candidates with bachelor degrees rather than master's. well, new this morning here's something we may not have considered. the u.s. government says superstorm sandy causing a spike in unemployment claims. >> scott mcgrew also checks the markets for us. >> good morning. yeah, markets are lower again today. we are at a three-month low on the broader indices. as far as the weekly jobless claims that jon mentioned, 439,000 people going to the unemployment office for the first time. again, a lot of that has to do with the blip that was superstorm sandy. well, you get some money and you
